The photo is from May 1, 2003 on the flight deck of the USS Abraham Lincoln, where Bush made a theatrical jet landing and gave a speech announcing the end of major combat operations in the Iraq War under a “Mission Accomplished” banner. Bush signed in blue ink and in our opinion rates a strong 9. Accompanied by a Full PSA/DNA LOA.
