Large Sized $1 Treasury Notes were issued for two Series', with this Tillman-Morgan note being issued in the second (1891) Series. Treasury Notes are a specific type of Legal Tender note, and because these notes were payable in coin, they are often called "Coin Notes." It features a portrait of Edwin M. Stanton, the Secretary of War under Presidents Lincoln and Johnson. It is overprinted with a small red seal on the right with red serial numbers.
